Ensuring ART continuity in Moldova

We had to find the most effective solution to this problem, and we are proud that the representatives of the National Program found a solution that has never been taken in history. The medical sector, social services and the nongovernmental sector are doing everything possible to ensure access to medicines for people at risk, reducing their risk of becoming infected with coronavirus disease.
The delivery of antiretroviral drugs to people living with HIV in remote, rural and other areas of the Republic of Moldova where there are no AIDS centers, involving non-governmental organizations and regional centers for people living with HIV, is an example of amazing solidarity and mobilization of efforts of all partners.

Problem and task 

During a pandemic, one of the main recommendations is not to leave home. But there are people who need to regularly take medications that are available only in health facilities to survive. Such people find themselves in a conflict situation: on the one hand, you need to get to the clinics, and getting into public transport, which runs less and less, is a threat to health in the current circumstances. Staying at home and interrupting treatment for PLHIV is a direct threat to life.

Solution 

For patients with HIV (we are talking about 800 people in this case), until May 2020, under emergency conditions, free delivery of drugs at the place of residence is offered. The team of  social workers ofrom NGOs, together with employees of regional AIDS centers, according to the stated needs and developed routes, will ensure timely delivery of medicines.

Result

The whole process of technical support has been provided for the implementation of the delivery of ARV drugs to the regions of the Republic of Moldova. Since March 17, after the authorities declared a state of emergency in response to the COVID-19 pandemic, 777 people living with HIV in the Republic of Moldova have used the free home delivery of antiretroviral drugs. Courier delivery of antiretroviral drugs was delivered to patients from settlements affiliated to ART centers from IMSP SDMC, IMSP SR Cahul and IMPS SM Balti, who were not able to personally contact ART centers. Also delivered through the Regional Social Centers of the municipalities. Chisinau, Balti and Comrat or through NGOs supporting people living with HIV (in Social Centers / NGOs). Also, 68 people living with HIV, who are citizens  of the Republic of Moldova and are currently abroad, received access to antiretroviral therapy at their place of residence, i.e. in 14 other countries. All of them received information and technical support on access to vital medications.
